CBD COP16 Outcomes Report

Prepared by the Global Fund for Coral Reefs Secretariat

The 16th meeting of the Conference of the Parties (COP16) to the Convention on Biological Diversity (CBD), held in Cali, Colombia, indeed marked an important step in advancing the Kunming-Montreal Global Biodiversity Framework (GBF). By emphasising inclusivity and broader representation, particularly from Indigenous peoples, local communities, and non-state actors, COP16 has earned the title of the "People’s COP." This shift is essential for ensuring that biodiversity efforts are comprehensive and that diverse perspectives contribute to shaping global strategies.

However, the forum also highlighted ongoing gaps and challenges. Some of these issues include aligning global and national policies to ensure effective implementation, securing sufficient funding, and enhancing mechanisms for accountability and transparency. Addressing these challenges is critical as the world strives to meet the ambitious GBF targets by 2030. The momentum generated at COP16 can serve as a foundation for more collaborative and effective actions, but it will require sustained commitment and innovation to overcome these barriers.
